Rob Ferguson: Dancing with the Vodka Terrorists - Misadventures in the 'Stans

Rob Ferguson kertoo ympäristönsuojelusta olosuhteissa joissa korruptio rehottaa: Dancing with the Vodka Terrorists - Misadventures in the 'Stans (Iguana Books, 2012; ISBN 978-1927403242).



Kirja on ilmestynyt aiemmin toisennimisenä, alunperin vuonna 2002 nimellä The Devil and the Disappearing Sea, vuonna 2003 nimellä The devil and the disappearing sea: a true story about the Aral Sea catastrophe ja vuonna 2004 nimellä The devil and the disappearing sea, or How I tried to stop the world's worst ecological catastrophe. Ja nyt kirjalla on vielä uusi tuleminen kokonaan toisenlaisella otsikolla.

Kirja perustuu tositapahtumiin:

This book [...] is based on actual events that took place in the five former Soviet republics of Central Asia during the year 2000. All persons identified are real and carry their own names, except for a few minor characters whose names I was unable to recall.

Konsulttifirma BDPA palkkasi Fergusonin johtamaan viestintätiimiä, jonka tehtävänä oli lisätä Keski-Aasian valtioissa tietoisuutta Aral-järven ekologisesta katastrofista:

The new US$ 25O million project I was to work on, the Water and Environmental Management Project for the Aral Sea Basin (Aral Sea project for short), was funded by the Global Environment Facility and monitored by the World Bank. Its goals were to upgrade the massive crumbling irrigation system in Central Asia that nurtured millions of hectares of cotton fields and starved the Aral Sea of water.

Vaikka Aral-järven kohtalo huolettaa on kirjan tarinassa kieltämättä myös humoristisia piirteitä. Samalla mietityttää, missä määrin kirja on Fergusonin yritys paikata mainettaan ilmeisestikin pahasti epäonnistuneen toimeksiannon jälkeen. Mutta sen verran avoimesti Ferguson tuntuu tilanteesta kertovan, paljastaen myös omia virhearvioitaan, että kohtalaisen rehellisen vaikutelman teos lukijaansa jättää.

Mutta ekologisen kriisin suuruudesta ei ole epäilystäkään:

In 1960 the Aral Sea was 66,900 square kilometres of crystalline, lightly salted water. But by the end of the century its level had dropped 19 metres, it had lost 80 percent of its volume and more than half its surface area, and its salinity had increased to 40 percent. As it retreats it is leaving an immense plain of toxic devastation. The disappearing sea, once the World's fourth-largest inland body of water, has triggered a full-blown environmental disaster by ravaging ecosystems, creating a poisonous dust that was killing thousands of inhabitants prematurely, and producing extreme weather, crop failures and polluted water supplies.

Paikallinen poliittinen järjestelmä rakentui vieläkin pitkälti kylmän sodan, "Suuren pelin", aikaiselle toimintakulttuurille:

In many ways the antics of the Great Game set the mood and tempo for the relations the Central Asian states still maintain with the rest of the world, and each other today. Egotistical tyrants, the five presidents, solicit favours from foreign powers in exchange for "friendship".

Ja niinhän siinä sitten käy, että hyvää tarkoittavat länsimaalaiset - tekisi mieli käyttää sanaa "hölmöt" tässä mutta se olisi kyllä väärin, siinä määrin kuka tahansa olisi solmussa tällaisessa tilanteessa - joutuvat pyöritykseen josta ei ole ulospääsyä. Rahat jotka on tarkoitettu ympäristökatastrofin lievittämiseen jaetaan alueen viiden valtion kesken, ja siellä taas valtaapitäville ja heidän suosikeilleen, niin että lopulta hyvistä tarkoituksista ei ole enää mitään jäljellä, tai voisihan sanoa että raha tulee käytettyä hyvään tarkoitukseen, paikallisten vallanpitäjien näkökulmasta.

Sen verran karmea tämä tarina on että jäi lukeminen kesken. Hurja kuvaus isojen kansainvälisten kehittämishankkeiden käytännön arkipäivästä mahdottomassa toimintaympäristössä.
